UNPoA and Arms Trade Treaty Modular Training Toolkits Launched

We are delighted to announce modular Training Toolkits for the Arms Trade Treaty (ATT) and the UN small arms Programme of Action (UNPoA).

Supported by UNSCAR, these global implementation aids are designed to identify gaps in national arms control systems, while encouraging governments to take powerful steps towards building comprehensive trading and internal arms controls.

In August 2016 States Parties, Signatories and Observers met in Geneva to discuss the universalisation and implementation of the Arms Trade Treaty. The Treaty requires that States take stock of their current arms control systems, update regulations and controls and adapt legislation where necessary. The PSAAG Training Toolkits assist government officials and knowledgeable civil society organizations to conduct a national assessment of their current systems. Looking forward, the Toolkits also take governments through the steps of developing strategies to enhance arms controls.

Comprised of two trainer manuals, accompanying slide presentations and worksheets, each Toolkit guides modular, mix-and-match training sessions easily tailored for any participating State. Trialled with considerable success at PSAAG workshops across the Pacific in collaboration with state agencies, government departments, donor nations and the Stimson Center, the Toolkits have been instrumental in moving several States closer to ATT ratification, and in greatly assisting with their ATT and UNPoA reporting. More workshops will soon use our tailored Toolkits in a range of countries and regions.

The PSAAG Training Toolkits are particularly useful to States with capacity challenges, for example developing and small island nations. We hope you find them useful, and that they help you to support arms control in many regions.
